The appeals of the dissident Russians are very clear: 

UNICEF and Red Cross

We call on UNICEF and the Red Cross to ask the Russian government for the possibility of visiting displaced children in Russia, examining their living conditions and ensuring their repatriation to Ukraine.

ICC

We call on the International Criminal Court to issue arrest warrants for all identified criminals involved in the deportation of Ukrainian children.

Third country

If the action takes place in a country that is not a member of the ICC (for example, the United States), we request the issuance of arrest warrants against V. Putin, M. Lvova-Belova and all known accomplices in the deportation of children.

Governments of ICC Member States

We call on the governments of the member states of the International Criminal Court to respect the Rome Statute and to execute the arrest warrant issued by the Court, that is to arrest V. Putin and Mr. Lvova-Belova and to transfer them to the ICC at the earliest opportunity.

We call on the ICC to issue arrest warrants for all identified criminals involved in the deportation of Ukrainian children.

Governments of democratic countries

We ask the governments of democratic countries to intervene in this situation and to demand from the accomplices of the crime, mainly V. Putin and Mr. Lvova-Belova, the immediate return of all deported Ukrainian children, as well as to facilitate the transfer of these children to their country of origin or to third countries.

United Nations Committee on the Rights of the Child

We call on UNICEF and the UN Committee on the Rights of the Child to pay attention to the repressive measures applied to children in the Russian Federation: administrative and criminal prosecution for dissent and activism, extrajudicial pressure, including in schools teaching; militarization of education and instruction in educational and pre-school establishments; propaganda for war against children; as well as the use of children as an instrument of pressure on parents who disagree with the authorities.
