Drone emergency
For Ukraine, a France-Europe-Ukraine pathway is being advocated.
The Armaments Group of the "For Ukraine" movement has published a landmark document on drone warfare: "For Ukraine" calls on France to become a driving force in a European-Ukrainian industrial sector for the mass and accelerated production of drones. The absolute priority: aid to Ukraine. European technological sovereignty and French reindustrialization are the resulting benefits. This document is addressed to French and European political and military decision-makers—and to all those who understand that Ukraine's defeat would also be our defeat.

Drone Fund France

€3 billion by 2030 (0.7% of the LPM budget), primarily earmarked for Franco-Ukrainian joint ventures.​​​​

20 to 30 billion euros over 5 years: reorientation of the EDF; share of national SAFE loans directed towards EU-Ukraine drone projects; creation of a SAFE 2 dedicated to the co-production of drones; BraveTech EU increased to 2-3 billion euros.​

Thematic Centers of Excellence
France: Embedded AI, optics, roaming munitions. Ukraine: Autonomous swarms, naval drones, fiber optic guidance. Linked by secure digital platforms.​​​​

Bidirectional technology transfer
From Ukraine to Europe: doctrines of mass warfare. From Europe to Ukraine: sensors, NATO certification, framed by fair intellectual property agreements.

Joint purchases of 1 to 2 million drones per year
Turnover stock equivalent to 2 months of high-intensity warfare. Guaranteed market of €40-50 billion/year, economies of scale, export competitiveness.

Produce to deliver to Ukraine as a priority
Rather than storing them in Europe: real-time feedback via "Test in Ukraine". Each drone delivered improves the next generation.

Rapid deployment force on the eastern flank
Several thousand drones can be deployed in a few days from pre-positioned sites, integrated into NATO systems (Eastern Sentry type).

Network of academies: 200,000 operators by 2030
Schools in France, Ukraine, Poland, Baltic States. Ukrainian instructors experienced in high-intensity training, NATO standards, new profiles for defense.

Helping Ukraine counter and destroy these waves of Russian drones means containing a threat further east that is inevitably approaching our borders. Building a European drone industry with the Ukrainians means achieving three objectives: immediate military aid to Kyiv, the long-term protection of Europe's eastern border, and the regaining of European industrial and defense sovereignty.
